Flowline Project Delivery Inc. is a BC-incorporated construction management consulting firm led by Basilio Gatonye with over 18 years of progressive leadership delivering complex infrastructure programs across Canada, from field-level execution to billion-dollar program management.

Flowline provides senior construction management expertise to owners, contractors, and project sponsors, whoever needs the depth of experience to deliver a complex infrastructure program. Whether embedded as an owner’s representative, a contractor’s construction manager, or an independent technical adviser, the standard of work is the same.

Prior to founding Flowline, Basilio led major infrastructure programs across Western Canada and Ontario, from large-diameter water transmission and gas pipeline construction to trenchless design and program recovery, and brings that same senior-level programme management to every Flowline engagement.

Flowline works with owners, contractors, and project sponsors, whoever needs senior construction management expertise on a complex program. When a contractor retains Flowline as their construction manager or project director, the engagement is straightforward: Flowline delivers for the contractor. Regardless of which side of the table retains us, the focus is the same: delivering the project.

Alongside his Canadian infrastructure practice, Basilio maintains deep ties to East Africa and is building Flowline’s international advisory capability, with a particular focus on infrastructure program governance and execution oversight for capital programs in the region.

Flowline operates across three service tracks: owner-side construction management, independent advisory for institutional clients, and direct technical support for contractors and construction teams.

Track 1

Construction Management & Technical Services

Hands-on construction management for active pipeline, water, and wastewater programs. Whether retained by the owner or the contractor, we manage scope, protect schedule, and drive delivery.

CM — 01

Construction Management

Full owner-side CM from pre-construction through commissioning. Scope, schedule, cost, and quality control. Contractor management, RFI and submittal administration, and field oversight.

CM — 02

Owner’s Representative

Embedded representation on major capital programs. We act as your eyes on the ground, attending site, chairing progress meetings, managing change, and reporting directly to the owner.

Schedule Governance

Schedule governance and progress oversight for major infrastructure programs. Baseline review, look-ahead tracking, and delay identification. Program health assessment against the original schedule baseline, not a scheduling service.

Technical Oversight & Inspection

Independent technical review, constructability assessment, and field inspection. Material conformance, spec compliance, and QMS across EGBC and APEGA jurisdictions.

Pipeline Programs

Large-diameter water transmission, natural gas, and liquid pipeline programs. HDD, trenchless methods, and open-cut. T-South / NGTL and major municipal water transmission experience.

Wastewater & Treatment

Construction management for WWTP and wastewater infrastructure programs. Civil, mechanical, and process works. Experience on programs of national significance across Western Canada.

Infrastructure Advisory & Program Governance

Independent advisory for institutional clients, lenders, and program sponsors. We assess, diagnose, and reset challenged programs, and help structure governance for new ones.

Independent assessment of program health for owners, lenders, and boards. We identify scope, schedule, and cost risk, and provide a clear picture of program status against its original baseline.

Forensic Schedule Analysis

Forensic delay analysis and schedule reconstruction for disputed or stalled programs. CPM-based window analysis and time impact assessment for lenders, arbitration, and program reset.

Recovery Strategy & Reset

Practical recovery planning for programs that have fallen behind. We assess root causes, define a realistic path forward, and provide the technical foundation for a credible program reset.

Delivery Governance Design

Design and implementation of delivery governance frameworks for new programs. Stage gates, reporting structures, risk registers, and performance metrics tailored to program scale.

Independent Capital Oversight

Lender’s engineer and independent monitor services. Progress certification, draw verification, and technical reporting for DFIs, banks, and institutional investors.

International Program Advisory

Independent execution intelligence for development finance institutions, program sponsors, and treasury counterparts investing in emerging market infrastructure. Schedule forensics, project health audits, and delivery governance for capital programs where execution performance is the defining risk. Canadian engineering credentials with deep East African ties and an active regional network.

Contractor-Side Technical Support

Senior construction management and technical expertise available directly to contractors. When a contractor retains Flowline as their CM or project director, the same rigour applies: schedule discipline, scope control, and delivery focus from day one.

Constructability & Bid Review

Pre-bid and pre-construction constructability review. We help contractors identify scope gaps, schedule risk, and pricing exposure before mobilisation, reducing change order disputes downstream.

Schedule Development & Control

CPM schedule build, baseline setting, and ongoing schedule control for contractors managing complex civil and pipeline programs. Integrated look-ahead scheduling and progress reporting.

Claims Support & Documentation

Technical documentation, contemporaneous record management, and delay analysis to support contractor claims. Schedule-based delay analysis and expert narrative for dispute resolution and negotiation.

PM and senior engineer on 42.6 km of 48-inch mainline expansion. Proactive contract strategy and margin performance on a major NGTL gas transmission program.

FortisBC LMIPSU — NPS 30

20 km of urban gas pipeline through Vancouver, Burnaby, and Coquitlam crossing 2,000+ utilities. One of the most complex urban pipeline projects in Western Canada in the last 40 years.

Gas Transmission — ON

GTA Mainline — NPS 42 & 36

49.6 km of natural gas transmission pipeline through the Greater Toronto Area. Multiple track bore crossings designed and delivered, replacing planned open-cut to save time and reduce impact.

Wastewater — BC

CRD Victoria Harbour HDD

923 m marine HDD of a 1.07 m diameter steel force main from Ogden Point, with ocean outfall installed in three segments. Complex trenchless execution in a sensitive marine environment.

Gas Distribution — BC

FortisBC Coastal Transmission System

11 km of new natural gas mainline construction in coastal BC. Full project engineering and field execution oversight across a technically demanding corridor for FortisBC.

Gas Transmission — AB

Liege Lateral Loop No. 2 — NPS 36

36 km mainline gas transmission construction on the Thornbury Section for TransCanada. Delivered on schedule across a high-productivity open-cut corridor in Northern Alberta.

Liquid Pipeline — AB

Enbridge Line 67 E2H — NPS 36

64 km of mainline crude oil pipeline from Edmonton to Hardisty for Enbridge. Project engineering on a high-throughput transmission program in Central Alberta.

Liquid Pipeline — ON

Enbridge Line 9B Reversal

Integrity dig program supporting the Line 9B flow-reversal project for Enbridge. Field engineering and pipeline maintenance execution across multiple dig sites in Ontario.

Gas Transmission — AB

Athabasca River HDD — NPS 42

The longest NPS 42 HDD completed in North America at 2,195 m. Precision directional drilling across a major northern Alberta river in a sensitive environmental corridor.

Liquid Pipeline — ON / QC / NB

TransCanada Energy East — Summer Dig Program

Field engineering on the Energy East Pipeline integrity dig program, part of the proposed 4,600 km crude oil transmission pipeline from Alberta to Eastern Canada. Pipeline conversion and new construction across multiple provinces.

Gas Transmission — BC

Prince Rupert Gas Transmission — Constructability

Constructability studies for the proposed 900 km natural gas transmission pipeline from Hudson’s Hope to the Pacific NorthWest LNG Facility near Prince Rupert, BC.

Programs span liquid and gas transmission, municipal water transmission, wastewater, and trenchless infrastructure across BC, Alberta, and Ontario, from $30M field contracts to $1.1B megaprograms.
